| Simple ways to save your skin
For great skin in winter you need two things: moisturizer and sunscreen. It’s that simple.Oh sure, there are different lotions, serums, formulas and spa treatments for improving skin tone and feel, but in the end it pretty much boils down to wearing sunscreen with a minimum sun protection factor (SPF) of 15 every day, and liberal use of moisturizers, said Dr. Rex Largen of Nebraska Dermatology."If a person started wearing sunscreen when they were 10 or younger, they would do a tremendous amount toward protecting skin from the usual signs of aging — age spots, skin cancer and wrinkling," Largen said. .

Fee hike for water quality permits blocked
JEFFERSON CITY, MO. (AP) -- Missouri senators are blocking a proposal to raise fees for the state's water quality regulation. The Department of Natural Resources estimates it needs an additional $30 million over the next five years for its clean water operations. A draft report from a joint House and Senate committee calls for a 50 percent cost increase over five years in clean water permits for such things as construction projects, sewage plants and large livestock farms. But Senate committee members have refused to sign off on the recommendations. Republican Sens. Brad Lager and Jack Goodman say they are concerned the fee increase is too large. They also want a stronger guarantee the department would handle permit requests more quickly. (Copyright 2008 by The Associated Press. All Rights Reserved.)
