The process still takes three days, but allows businessmen to complete the paperwork from the comfort of their offices in Istanbul. Abalioglu's experience, however, suggests there are still a few kinks to work out. He claims it took about two weeks to establish his company and another two months to process the paperwork for the project's land. Not that he's complaining. "To tell you the truth, I don't see a big difference between getting a company set up in three days or two weeks, but getting the paperwork [for the land] done was a bit complicated due to bureaucratic issues," he explains. Some of these bureaucratic issues were addressed in a recent report published by the Turkish embassy in Cairo. Following interviews with nine Turkish companies that sought to open factories since the opening of GAFI's one-stop shops, the report concluded: "It does not take less than three months [to establish a company] mainly due to the permission required to be taken by the ministry of interior." Other problems noted in the report included corruption, bribery and the inaccuracy of information provided by various authorities, as well as the government's tendency to suddenly change rules and procedures.

Among the guys, the first to go was Jason Yeager, who was again one of the pre-top 24 ignored ones. He simply didn't do anything special. We won't remember him in about three hours. And shocking no one, the ex-Britney boyfriend/former boy band/fake rocker dude Robbie Carrico was cut, too. He was simply overshadowed by David Cook, who seems more legit in that arena. Now if only Robbie had pulled off those alleged extensions live on air! That would have made him truly memorable! So I got three out of four right.

Missouri has among the toughest animal care laws in the nation. A KY3 News investigation finds, however, that the law isn't always enforced. Hip dysplasia is a disease that's easy to spot in dogs. Shawna Thompson was heartbroken when she found out her dog, Biscuit, has it. “At one time, she was only walking on front legs and I wondered if I should put her down," said Thompson. “It looks like a 12-year-old rottweiler's hips instead of a 1-year-old Chihuahua hips," said Dr. Heath Wiseman, a veterinarian. Luckily, surgery is helping Biscuit but, because hip dysplasia is a hereditary disease, Wiseman says Biscuit's parents should never have been bred in the first place, “because it's likely to pass it on." Breeders, like dog pounds, rescue organizations and shelters are regulated to protect puppies like Biscuit.

The 2008 Lunar New Year (the Year of the Rat) began yesterday, so this week's wine - Carneros Pinot Noir - is a perfect fit. Pinot Noir, one of the most food-friendly reds around, gets a pairing boost from Carneros' typical characteristics: moderate weight, red fruit and zingy acidity. Add generally lower alcohol levels (around 13.5 to 14 percent) and it's a red wine fit for many Chinese dishes, including those with a hint of chile heat. Cherry, red raspberry and strawberry fruit aromas and flavors will support but not overpower Chinese ingredients like oyster sauce, soy sauce and fermented black beans. The contrast of salty-savory sauces to tart red fruit is a complementary match.
